The Order
"With our hands all tied to the blades of their design,

Let me tell you something about the Order.
They're ruthless, unforgiving, and, for the most part, corrupt. They kill, ruin lives, and break hearts- all with a deceptive smile on their faces. After hearing that, the next thing I'm going to tell you will probably be surprising.
They're not all bad.
It all started with a group of Death Eaters from the first war deciding that the path of rampant terrorism just wasn't going to suit their needs. So they became a secret association- an elite squadron of secret agents, assassins, and manipulators, all bent on changing the government for the better. Or at least to their personal tastes. With them in charge, of course.
They've come along way since then, some two decades later. Their biggest accomplishment would probably be toppling the Ministry and taking over Europe- which is the point where you likely started hearing about them. No one knew they existed before that, up until the moment they revealed themselves in those political rallies.
That leads to the most important thing you need to know about the Order. They are all bound by this massive spell called the Oath. In short, it's a vow of secrecy and absolute obedience- controlled by a group of four bastards called the Council. Order members can't talk about anything the Council doesn't want them to in front of non-Order people. They are also incapable of disobeying a direct command from them. You can fight it, theoretically, but you'll die for the effort.
I would know. I was born into them, personally. Took the Oath at age seven. Didn't even really understand what I was getting into. A lot of us didn't.
So remember that. Most of them do it because they're loyal to the cause, because they still believe the Order can make a change for the better, or because they think the Order can give them the power they deserve. Many would do it regardless, but when the chips are down...
They don't have a choice.
